The Freelancer themself can control the equipment, but the AI's make the equipment run better, faster, and smoother.
AIs are more like upgrades. The more you have, the worse the system runs.

A standard Freelancer could probably carry a maximum of two or three enhancements before their power is drained.
I tend to think of Spartans a cyborgs or cars. The more enhancements and powers they have, the quicker their energy is drained. Since Wash had both his and York's healing armor in Recovery One, I'd say two max, three would be pushing it. <3
